There is much debate about US visa stamping in Mexico. Mexico IS STILL allowing TCN's to come down for stamping at any U.S. Consulate post in Mexico. Visas are still being issued to people who are eligible for them (RENEWALS ONLY). There are some changes though as to who is eligible for stamping in Mexico. Please keep in mind that the US Visa stamping in Matamoros is pretty much an all day event. The return time to the hotel in Brownsville is between 4:00 P.M. to 8:00 P.M. depending on quickly your passport is handed back to you and how long it takes for your new I 94 card to be issued at the US Immigration office. On the US Embassy's site linked above, you will be able to fill out an application to request an emergency appointment at the Consulate where you made your original appointment.
After you send your request you will receive an email from the Consular Section telling you whether you have been granted an emergency appointment and instructing you on what steps you need to take next.
